The Grammys' rules for Best New Artist are actually far more confusing and nonsensical than the VMAs. According to the Recording Academy, an artist is eligible as long as he or she hasn't won a Grammy before, hasn't been nominated for the prize more than three times, and has released at least one album (but less than three). MTV requires their Best New Artists to be nominated for their first album. So yes, all the nominees in 1991 met the eligibility requirement, and their debut albums arrived in late 1990. But so did first albums from Alice in Chains, Mariah Carey, A Tribe Called Quest, Digital Underground, and Primus. (Did they really think Gerardo would have a long, noteworthy career?)
