The proposal, which stems from the magnitude of payola scandals between major broadcasters and record label conglomerates, marks the FCC’s loss of confidence in major labels’ ability to fairly manage radio wave access. The American Association of Independent Music, an advocate for radio access equality, may witness a historic ruling for independent artists and a monumental shift in the broadcast industry’s landscape.
